Cynthia “Cindy” Carrier is LA PTAC Program Manager. She has over 30 years of procurement experience. As a Subcontracts Director for General Dynamics (GD) she was responsible for procurement of tooling, test equipment, cryogenic facility, and Hammond facility activation - totaling $26.5 million. Responsibilities included preparation of requests for proposal, cost/price proposal analysis, and contract negotiations.
After termination for convenience of the government of the GD contract, she served on the termination team making all contractors whole per FAR and then started work for LA PTAC as a Procurement Specialist. She then progressed to Procurement Consultant, Senior Procurement Consultant, Associate Director, and now Program Manager.
Honors and Awards include:
- 2018 Louisiana Small Business Advocate of the Year - in PTAC career accomplished 18,500 one-on-one counseling sessions with LA based businesses, 801 training event, and assisted with $8.1 billion dollars in government contract awards to LA businesses
- General Dynamics Space Systems Outstanding Contribution to Small Business Program
- APTAC – Certified Procurement Professional
- National Contract Management Association – Fellow Certification
Cindy is extremely committed to the integrity of the LA PTAC and implementation of, and adherence to, the federal and state requirements. She has extensive knowledge and understanding of Federal, state and local government contracting policies and procedures and is passionate about assisting Louisiana businesses in their pursuit of government contracts.
